I've just come across the same 15% discount on Frog's newest and smallest pedal bike, the 14" wheeled Frog 38 which we reviewed earlier this year when it was first launched.
The Frog 38 will suit kids with a 38cm inseam, so a child around 3-4 years. It's the smallest pedal bike that we know of, and a good chunk smaller than its predecessor.
This smaller sizing ideal for kids progressing from a standard 12" wheel scoot bike as the size transition is much less meaning they don't have to go through that scary phase when their feet don't touch the ground.
I also really love the easily adjustable saddle and handlebar height as well as brake lever reach. It's so frustrating when I'm teaching kids to ride bikes to see them limited by poor bike design that doesn't fit their small bodies.
And on the subject of adjustments, you can of course take the pedals off the Frog 38 if your kid isn't quite ready to progress from scooting. Frog even include the specific spanner for the job.
